Assigning points to maneuvers is a tricky task. That's why i made just the top maneuvers stand out, leaving the rest with relatively low values. The steep maneuvers are at about 2/3 their non-steep variants, simply because you can plan only two of them in one turn. Maneuvers are very situational, and it is their variety what makes a good deck.

The width of wide slips corresponds with their speed, that's why the faster aircraft (with the arrow speed > 3.5 cm) must have the wide slips across the long side of their maneuver cards. So while the slower aircraft have tighter turns, the faster ones have more efficient wide slips.

The variety bonus rewards the variety of maneuvers in a deck. The basic maneuvers, which are always included, are ignored, and so are the steep maneuvers that have their non-steep version in the same deck (Stall is being an exception). Each maneuver type then adds 1.5 points. Both sides of the two-sided maneuvers are treated as separate cases, which naturally penalizes asymmetrical decks. The basic turns are awarded the bonus only if there is more than one type in the deck.

1. Load an official Deck template (optional)
If you just want tweak an official deck to see how it stands in comparison to the official decks pre-load it to the form below. Otherwise ignore this step and start creating from the scratch.
2. Design your Deck
Now, you can design your own deck. There will always be 3 Straights, 1 Dive and 1 Climb at each and every deck, which is something you don't have to worry about.
3. Evaluate your Deck
Now, submit your deck to both tables for evaluation, to see how it stands in the sense of speed and agility. You probably have a rough idea where it should stand in the main Evaluation Table, so see how much it differs from what you expect. It will be designated as Ω. You can keep correcting and re-evaluation the deck till you are happy with it.
Extended mode only: Any time you have made changes in the deck, you have to re-evaluate it before you proceed to the step 4.
